Beginn 1961 (John F. Kennedy) Bereits  Kennedy verhängte nach der missglückten Invasion in der Schweinebucht  1961 ein Embargo gegen Kuba unter Fidel Castro. Dabei stoppte er die  Rohöllieferungen der USA. Das führte dazu, dass sich Kuba mehr und mehr der Sowjetunion annäherte, die nun Kuba mit Erdöl belieferte.   1992
