Atomwaffenverbotsvertrag vom 7.7.2017

The existence of nuclear weapons creates a false sense of security that holds international relations hostage and stifles peaceful coexistence, Pope Francis said. "The threat of their use as well as their very possession is to be firmly condemned," the pope told participants at a conference on nuclear disarmament hosted by the Vatican.

For years, popes and Catholic leaders had said the policy of nuclear deterrence could be morally acceptable as long as real work was underway on a complete ban of the weapons. In condemning possession of the weapons, Pope Francis seemed to indicate that deterrence is no longer acceptable.

Nuclear weapons "exist in the service of a mentality of fear that affects not only the parties in conflict but the entire human race," he said Nov. 10.

The Non-Aligned Movement submitted a draft resolution to the United Nations General Assembly late last week

laying out the general mandate and dates for a special United Nations process to advance comprehensive nuclear disarmament - a United Nations High-Level Conference for Nuclear Disarmament

 

The conference, which is like a summit, will take place at the United Nations in New York from May 14-16, 2018. It could build support among non-nuclear countries for the new Treaty on the Prohibition of Nuclear Weapons , and also build traction and progress on nuclear-risk reduction and disarmament measures to be undertaken by the nuclear-armed States. (Three of the nuclear armed States are already supporting the draft resolution).

 

Der Zusammenschluss der Staaten des „movement of non-aligned countries (NAM)“ ist aus der Blockfreienbewegung der 50er Jahre während des Kalten Krieges hervorgegangen und bis heute auf der UN-Ebene aktiv mit den Themen friedliche Koexistenz und weltweite Abrüstung. Der NAM repräsentiert mit 120 Staaten ca. 55% der Weltbevölkerung und hält fast zwei Drittel der Sitze in der UN-Vollversammlung inne.

Mit der heutigen Entscheidung, den Friedensnobelpreis an ICAN zu verleihen, hat das Komitee in Oslo wahrhaft im Sinne Alfred Nobels gehandelt. Nach seinem Testament sollte den Preis erhalten, wer „am meisten oder am besten auf die Verbrüderung der Völker und die Abschaffung oder Verminderung stehender Heere sowie das Abhalten oder die Förderung von Friedenskongressen hingewirkt“ hat. Am 20.9.2017 - bei der UNO wurde eben der Atomwaffenverbotsvertrag zur Zeichnung aufgelegt -  warnen die Regierungen der NATO-Staaten vor der Unterzeichnung und bestätigen, dass sie an der nuklearen Abschreckung festhalten wollen

Hier die Erklärung im Wortlaut

At Warsaw in July 2016, the Alliance set out clear positions on the issues of nuclear deterrence and nuclear disarmament:

“Allies emphasise their strong commitment to full implementation of the Nuclear Non-Proliferation Treaty (NPT). The Alliance  reaffirms its resolve to seek a safer world for all and to create the conditions for a world without nuclear weapons in full accordance with all provisions of the NPT, including Article VI, in a step-by-step and verifiable way that promotes international stability, and is based on the principle of undiminished security for all. Allies reiterate their commitment to progress towards the goals and objectives of the NPT in its mutually reinforcing three pillars: nuclear disarmament, non-proliferation, and the peaceful uses of nuclear energy.”

Regarding the prevailing international security environment, they further noted  that:

Di recente, il 7 luglio 2017, l’Assemblea generale delle Nazioni Unite ha votato una risoluzione che contiene lo storico Trattato per l’abolizione delle armi nucleari. Obiettivo al quale si sono dedicati da tempo intellettuali illustri come Albert Einstein e Bertrand Russell e sul quale si sono svolte migliaia di manifestazioni cui hanno partecipato milioni e milioni di persone, come quella ricordata da Edmond Jouve nel suo manuale di relazioni internazionali, che nel 1958 vide marciare decine di migliaia di manifestanti sul centro di ricerche atomiche di Aldermaston........

Die Aktion von IALANA international von Juni 2017 wird  fortgesetzt mit dem Ziel, die bisher abseits stehenden Staaten zur Unterzeichnung des Vertrags zu gewinnen

In der Anlage die Erklärung von Juristinnen und Juristen von Juni 2017, mit der die Atomstaaten und ihre Verbündeten, darunter die BRD, aufgefordert werden, sich aktiv an der Konferenz zur Erarbeitung eines Vertrags zum Verbot der Nuklearwaffen aktiv zu beteiligen, bzw. nach der jetzt erfolgten Verabschiedung  des Vertrags  diesem  beizutreten.

Am 22.6.17 wurde die Erklärung mit den bis dahin vorliegenden Unterschriften übergeben. Wir rufen aber alle JuristInnen, die bisher noch nicht unterzeichnet haben dazu auf, die Erklärung noch zu unterstützen.
